The Desert Rose as its name suggests is an African plant that grows in hot dry conditions. This group of plants which are known as Adeniums have thick stems with a swollen base known as the caudex. Flowers come in several shades from white to pink and red, but need heat and sun before they will bloom. I found this video by Logees Plants which shows you how to care for these attractive plants.
